A.            Conditions
1.  Foreign Exchange Service is a local service furnished to a customer from an exchange other than the one from which service would normally be provided and is limited to one party, key, and PBX trunk line service.  Foreign Exchange Service is not provided in connection with public or semi-public telephone service.
a. The “normal exchange” is that in which the customer is located.
b. The “foreign exchange” is that from which the customer desires service.

2.  This is a special service and will be furnished in accordance with such methods as are best suited to meet plant and operating requirements subject to the availability of facilities.
3.  The rates, rules and regulations of the foreign exchange apply for the class of service and equipment provided from the foreign exchange.
4.  Mileage measurement for inter-exchange channel charges is the airline distance between the principal central offices of the normal and foreign exchange.  When service is provided jointly with one or more telephone companies, each telephone company’s rates apply to that portion of the airline mileage within its operating area.
5.  Service may terminate at the normal exchange in a Private Branch Exchange, a telephone instrument or any other authorized equipment.

Foreign Exchange Service will be furnished in connection with Hotel- Motel Service only for the use of the management in the conduct of the business.

6.  Foreign Exchange Service requested from other than the principal central office of a multi-office exchange will be provided according to the rates and regulations outline for Foreign Central Office Service.
7.  Extension telephone and other miscellaneous equipment may be provided at either the normal or foreign exchange.  The rates, rules and regulations of the telephone company providing the services and equipment are applicable.

B.            Rates
1.  The appropriate business or residence monthly rates of the foreign exchange        shall apply.  The application of service charges is based on the work activity performed in both the foreign exchange and normal exchange.
