Holley Rose is sworn in as the Osgood council member by Liz Baumgartner, notary public as Amy Copeland, county treasurer, holds the Bible. Ginger Bradford, Ripley County Republican party chairperson, served as a witness.

The Ripley County Republican’s held a caucus and named Holley Rose as the new council member to replace Krinop. She is employed by the Ripley County Health Department where she is the Public Health Emergency Preparedness Coordinator as well as a Registered Environmental Health Specialist. Holley is a native of Osgood, and a third generation lifelong member of the Osgood United Methodist Church.

Her parents are Wayne and Barbara Peace. Both Holley’s father, grandfather, and uncle have served Osgood residents by volunteering with the Osgood Volunteer Fire Department for the majority of their adult lives. Rose spent a lot of time as a child at the Osgood fire station, which inspired her love for public safety. Her husband is J. Patrick Rose who serves as the Ripley County Emergency Management Agency Director. They have three teenage children who attend Jac-Cen-Del Jr./Sr. High School.

“I have a huge interest in government. This interest started at an early age upon serving as a (statehouse) page numerous times for Senator Johnny Nugent. I have passed this interest to our children as they have served as pages for our State Rep. Randy Frye and will serve for Sen. Chip Perfect in March 2015,” said Rose. Rose commented, “I will strive to be a community leader that citizens and employees of Osgood respect and know will take responsibility for the well-being and improvement of our town. Osgood is a great place to live.”

Since Krinop had served as president of the board, the new board elected Norman Kappes as the new council president. Kappes was appointed by the Democratic Party to fulfill Gary Norman’s term in March of 2008. He was just re-elected, so his current term goes until December 31, 2018. Kappes was a member of the Osgood Volunteer Fire Department for 23 years, but had to step down to be on the town council. Kappes’ wife, Kris is a Title 1 teacher for Jac-Cen-Del and they are members of the Osgood United Methodist Church. They have three children: Zach, Hannah, and Carter. Zach is married and in the Air Force. They just had their first baby (Jayden). Hannah is a Junior at Indiana University. Carter is in the 7th grade at Jac-Cen-Del. Norman is a life long resident of Osgood.

The supervisors were all present at the meeting to introduce themselves to Holley Rose and tell her what is happening in each of their departments. The next regular council meeting will be held on Feb. 16 at 7 p.m.
