The Osgood Town Council received a final recommendation for contracts on the Waterworks Improvement Plan at the regular meeting held on Tuesday, November 16. Kyle Helfrich, Commonwealth Engineers, noted that the bids came in higher than anticipated and advised the board to request a supplemental loan for $130,000 to cover that portion not covered by town funds.

Contracts awarded were Mitchell and Stark; and Holman Excavating for the project. The motion to submit the bid documents to Rural Development for final approval was unanimously approved. The board also approved the motion to request a supplemental loan from Rural Development.

Marshal Steven Stepleton presented an ordinance banning the sale of K2 or Spice in Osgood. According to Stepleton, the effects of the product, marketed as incense, remains with the user after five days.

According to town attorney Mary Ann Gay, she was advised by the county prosecutor to wait until the county passes the ordinance. It was noted that the issue is being considered at the State level. The board has tabled the ordinance for further review.

All board members were in attendance. The next meeting will be held on Tuesday, December 21 beginning at 7 p.m. at the Osgood Town Hall.
